Matt Jacobs is the Senior Program Manager on Spirit of America’s International Communications team, where he oversees the development and deployment of complex international strategic communications initiatives in support of Spirit of America’s mission to share America’s story worldwide in partnership with frontline military and diplomatic personnel. Adept at integrating strategy, policy, and narrative, Matt crafts communications that bring the promise of American values to life for audiences around the world.

Prior to joining Spirit of America in 2025, Matt served as Chief Digital Strategic Communications and Press Officer for the US Department of State’s Bureau of European and Eurasian Affairs, where he led the modernization of digital policy messaging and coordinated communications across a global network of diplomatic field offices. In addition to his public service, he is a Visiting Scholar and Lecturer at Arizona State University, where he teaches on the intersection of emerging technologies and democratic governance. He has served as a strategic advisor to numerous foreign governments, helping build and deploy strategic communications capacities that enhance direct government-to-citizen engagement and strengthen democratic governance.

Matt holds a master’s degree in International Development from the Elliott School of International Affairs at The George Washington University and a bachelor’s degree in Global Studies from Arizona State University.
