Andrew Mines joined Spirit of America in August 2026 as Country Manager for the Philippines. Andrew is based in Manila and leads program development, execution, and relationship management with Spirit of America’s partners working on regional security issues facing the Philippines.

Before joining Spirit of America, Andrew worked on peace, security, and economic development programs in the Philippines for several years, including for the U.S. Institute of Peace Philippines program. In that role, he helped oversee project design and implementation across several initiatives supporting regional maritime stability, internal security, the Bangsamoro peace process, community resilience, and local education curricula. He traveled regularly between Washington, D.C. and across the Philippines to facilitate engagements with senior military officers, government officials, and civil society organizations, and to lead trainings for partners in conflict-affected areas.

Andrew previously held positions at The George Washington University, The United States Military Academy, and The University of Chicago. He holds a bachelor’s degree from The University of Chicago and a master’s degree from The George Washington University.
