Clare Lockhart is co-founder and director of the Institute for State Effectiveness, founded in 2005 to find and promote approaches to building good governance. Between 2001 and 2005, she worked as United Nations adviser to the Bonn Agreement in Afghanistan and advised the Government of Afghanistan, where she led several national initiatives. She returned in 2006 as an advisor to NATO and ISAF. Previously, she managed a World Bank program on institutional and organizational analysis, designing governance and legal reform approaches, adapting techniques from the private sector and military domains to public sector management, and designing toolkits, training seminars, and operational guidelines.

Ms. Lockhart was named among the 100 most influential global thinkers by Foreign Policy magazine in 2009 and 2010 for her work on fragile states. She is the author of a number of papers and toolkits on state-building and development, including the book Fixing Failed States: A Framework for Rebuilding a Fractured World. Ms. Lockhard serves as a member of Spirit of America’s Advisory Board.
