Lucy Liew

Associate Counsel

Lucy Liew is the associate counsel at Spirit of America. She has extensive experience in international development, national security, and regulatory compliance.

Before joining Spirit of America, Lucy served as an attorney advisor at the U.S. Agency for International Development (USAID), where she provided legal counsel on global health programs, such as the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and COVID-19 vaccine donations. She previously served as a civilian attorney at the U.S. Army Legal Services Agency, advising on environmental issues and negotiating complex cooperative agreements for the remediation and transfer of Army property under Base Realignment and Closure.

Lucy holds a J.D. from The George Washington University Law School, a master’s degree in International Public Policy from Johns Hopkins University School of Advanced International Studies, and a Bachelor of Arts from the University of California, Berkeley. She is a member of the California State Bar.
