Michèle Piercey

Vice President of Program Operations

Michèle Piercey is an international stabilization assistance leader with 20 years of experience in conflict prevention, governance, and crisis response in fragile and conflict-affected settings. She serves as Vice President of Program Operations at Spirit of America, where she leads the design and execution of high-impact initiatives in partnership with US military and diplomatic stakeholders to advance US national interests abroad.

Previously, Michèle held senior leadership roles on US Government stabilization programs in Iraq, Sudan, Afghanistan, and Tunisia. As Principal Advisor for Peace and Stability at Chemonics International, she shaped the design of stabilization and governance programs, mentored field leaders, and deployed on short-term assignments across West Africa, South Asia, and the Middle East. Following Russia’s invasion of Ukraine, she partnered with Ukraine’s Ministry of Foreign Affairs and civil society to support humanitarian aid coordination and create an international advocacy platform for Ukrainian victory. She also led the technical design of a $1 million conflict prevention pilot in Lebanon, integrating it into a broader USAID initiative.

Earlier, as Chemonics’ Senior Vice President for Strategic Solutions, Michèle led firm-wide knowledge and innovation efforts. She began her career in corporate transformation at the Australian Department of Defense and supported US Army Corps of Engineers community development work in Iraq. She teaches Conflict Stabilization on Georgetown University’s Security Studies Program, and Technology in Zones of Conflict at Arizona State University.

She holds a BA in Political Science from Australian National University and an MS in Global Technology and Development. She speaks English and French.
