Throughout my career — as a U.S. Army Special Forces officer and a senior diplomat serving in places like Kosovo, Bosnia, Iraq, and Afghanistan — I often encountered the same problem. Our troops and diplomats were asked to accomplish missions vital to America’s security, but we lacked the tools to succeed.
